Up to the 2nd of March there are with Simyo 100 free minutes for all new customers. The starter package with Simkarte costs 9.90 euros. In the official press release of Simyo stands the following:

simyo special offer: Up to the 3/2/2009 you save by the purchase of a simyo SIM map! Protect to yourselves now the simyo SIM map for only 9.90 euros including 100 free minutes. The SIM map for 9.90 euros contain 5 euros of start credit and 4 euros not payable bonus credit. The credit can be used for 100 conversation minutes within Germany or for other telecommunication services liable for costs. A combination with other actions and bonuses is not possible <Bavarian Broadcasting>. To the use a dual or Tribandhandy is necessary without SIM-Lock.
